Public Comments
Board provided an update on the No Gas Station movement at the request of community attendees; Ken provided comment on SEBNA statement
Updates and comments were provided about main library and other projects around/near SE Bend
Community members encouraged all to complete Envision Bend survey; we briefly discussed active transportation (biking, etc.)
Board Membership & Roles
Voted to add Michelle Abbey to SEBNA Board (unanimous); according to SEBNA Bylaws this is a 1-year appointment to be voted on at next SEBNA Annual Meeting - Welcome Michelle!
Discussed & appointed SEBNA Board officers for 2 year terms: Jim Christo (Chair), Susi Gaylord (Vice Chair), Ken Atwell (Land Use Chair), Michelle Abbey (Treasurer), Sara Moss (Secretary)

Land Use - Ken
Apartments (15th & Knott) - Neighborhood Meeting
High density apartments are planned - 200 units (just east of Caldera)
Ken has reviewed the plans and is not seeing any concerns at this time
Public NA meeting is planned for Nov 7th
No Gas Station - See Public Comments - City Reviewing Final Permit Application
Talked about 10' setback requirements on both Brosterhous and Murphy if either/both roads are arterials
Ken noted that ~50% of the traffic on Brosterhous and on Murphy is attributed to Jewell Elementary and to Caldera High
Ken curious how B&M parcel has 2 access points where parcels of this size are typically only entitled to 1 access point
15th & Knott is zoned General Commercial, a much better location for a gas station and no Conditional Use Permit (CUP) needed
Brosterhous Railroad Pedestrian Underpass - Under Construction
In progress; slated to go to mid-December; impacting Jim's Shiloh traffic study
Parrell & 97 - Under Construction
2 lots are subdividing into 13 lots; Ken is following-up on Calvin Way crosswalk request (long-time safety request)
Opportunity Zone (15th & Murphy)
Ken noted that 'anything' could end up at this location because of the unique zoning
Community Engagement
Neighborhood Leadership Alliance (NLA) - Jim
Sep and Oct meetings were held
Push is for NA community outreach with City support
No mention of City looking at how to listen better to NAs and NLA
Neighborhood Association Round Table (NART ) - Susi
Last NART meeting was cancelled
OFDNA/SEBNA Joint Board Meeting - Jim
No meeting scheduled; typically monthly on the first Wed at 6:30pm; Board decided if the meeting is scheduled we will attend but we have a lot of work to do so won't push for it at this time
City Council Working Sessions & Meetings
Ken suggested that we consider tracking what the City Council is working on during their Working Sessions
As an example, he noted that the decision was made to push sewer hook-up costs to homeowners (had been the City)
Planning Commission
Nov 14 meeting - mobility hubs seems to be the biggest agenda item; Ken will review and let us know
Hot Topics & SEBNA Board Positions
2021-2023 SEBNA Goals. Will discuss goals submitted in 2020 in a future SEBNA Board meeting.
2023-2025 City Council Goal Setting. Jim noted that SEBNA will be asked to provide input to the City. Jim noted last round SEBNA recommend an case management and tracking tool be implemented to support NAs so that when a question/comment is submitted by the NA it can be timestamped and tracked to ensure timely follow-up. Lack of follow-up/-through has been an issue. Board was amendable to this suggestion.
Active Transportation Connectivity through and throughout SE Bend
Ken noted that code states there will be 100% sidewalks on public and private lands
Talked about working with Bend Bikes to understand current, planned and wish list routes
Ken encouraged us to brainstorm solutions for paying for plans at the same time we identify connectivity opportunities
Country Club to The Bridges Pedestrian Zone. Ken suggested that the Board could dive into what it would take to create great bike/pedestrian connectivity throughout SE Bend.
Arnold Irrigation Moving Underground
Ken noted syphoning under Knott and China Hat is expected to be a variable - Ken will research
We discussed that covering the canal is a federally-driven project
Will become a paved bike/pedestrian path

Suggestion was made to post on Reddit under r/Bend and use SE Bend in the subject
SEBNA letterhead - Sara
During the SEBNA Annual Meeting city planning noted that it would be powerful for SEBNA Board to SEBNA Board positions on land use (or other topics) on letterhead. Board discussed the desire to use SEBNA letterhead not City of Bend letterhead. Sara took the action to ask Makayla if NA letterhead without City of Bend branding is available.

Other Business
SEBNA Boundaries - Current boundaries don't seem to be intuitive. We are a new Board and a growing NA. Will revisit in Jan 2023.
